Risk and Assurance Officer at at the International Committee of the Red Cross (ICRC)

The International Committee of the Red Cross (ICRC) works worldwide to provide protection and humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and at the same time promote respect for international humanitarian law. We are an independent and neutral organisation, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational, and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.

We are hiring for:

Job Title: Risk and Assurance Officer.
Location: Abuja (FCT).
Employment Type: Full-time.
Grade: B3.

 

The Purpose

  • Under the supervision of the Head of Support, the Risk and Assurance Officer provides expertise and support in the design, implementation, and monitoring of effective risk-management practices (excluding security risks) within the delegation.
  • As the internal legal reference for corporate issues, the Risk and Assurance Officer is in charge of providing substantive advice and ad hoc support on legal matters.
  • As the internal audit and compliance reference for the delegation, the Risk and Assurance Officer promotes a culture of control and reporting and contributes to global compliance with ICRC regulations, policies, procedures, plans, programmes, and goals.

 

Your Role

Risks:

  • Supports management in performing risk assessment to identify trends and emerging risks and in defining the target risk exposure; keeps risk registers up to date in line with organisational risk-management processes. Promotes a risk-aware mindset and the use of documented risk assessment in management decision-making processes.
  • Provides guidance, communication support, and training to managers, staff, and key partners to equip them to fulfil their responsibility to manage key risks and implement adequate controls.

Audit and compliance:

  • Contributes to ensuring that the principles in matters of risk, quality, and fraud are formally established within the delegation. Participates actively in regular process reviews and provides significant feedback and/or recommendations to improve the quality and efficiency of work delivered.
  • Contributes to the design, development, and improvement of policies, internal control procedures, methodologies, or test plans.
  • Under specific instructions from management and regarding allegations of breach of the Code of Conduct for cases entrusted by ERCO (Ethics, Risks, and Compliance Office) to be handled by the delegation, proposes a plan of action to collect data, proceeds to fact-finding and case reporting (as per ERCO guidelines), and performs the same activities on the specific demand from the Investigation Unit.

Corporate Legal Advisor:

  • Provides legal advice and support in all areas impacting the ICRC (HR, logistics, procurement, administration, operations, data protection, governance, fundraising, innovation, intellectual property, privileges and immunities, regulatory issues, etc.).
  • Provides legal advice on all legal claims, commitments, and liabilities of the delegation.
  • Drafts, reviews, and participates in negotiations of contracts, MoUs, agreements, etc., for the ICRC in all areas needed, and drafts legal opinions.
  • Making processes and internal procedures (notably around compliance, information security, and risk management).

 

Your Profile: Education & Experience

  • Bachelor’s Degree in Law (License to practice, an asset)
  • Certification in risk and compliance management or certified internal auditor is a must.
  • 5 to 7 years of experience in corporate legal services/risk management/compliance/quality assurance or audit (out of which 3 years in a managerial role)
  • Knowledge of administrative legal, procedural, and evidentiary standards is an asset.
  • Computer proficiency
  • Fluent English is mandatory, and knowledge of a second language is a strong asset.
  • The applicant must have a valid working permit to work in Nigeria.
